Because they are creating regions not a new state or moving counties between states; Congress can be legally bypassed. Every twenty years the people of NYS get to vote on whether to hold a NY State Constitutional Convention. If the voters vote YES on the NYS Convention, Delegates are elected for the Convention the following November. The Convention can then submit an amendment to divide NY State into regions with token state government directly to the voters. The next time the Convention vote will be held is Nov 2037. Another proposal is having municipalities to use the NYS constitution home rule section to encourage the legislature to submit the amendment to the voters.<ref>Melody Burns (April 26, 2018) [https://www.youtube.com/watch?v=jokNEuGFbxU Divide NYS radio interview 1300AM Albany NY]</ref><ref>Stephen Adams (Dec 13, 2015) [https://www.youtube.com/watch?time_continue=1&v=NrLVwpL6wAE Divided We Stand]</ref><ref>Joseph Spector (Aug. 25, 2015)[https://www.usatoday.com/story/news/politics/2015/08/25/upstate-new-york-secede/32359423/ new-york-secede]</ref><ref>Valerie Richardson (February 17, 2014)[https://www.washingtontimes.com/news/2014/feb/17/secession-movement-in-new-york-pushes-for-big-appl/?page=all secession-movement-in-New-York]</ref><ref>Divide NYS Caucus Inc [http://www.newamsterdamny.org/ Divide NYS]</ref> The Autonomous Regions was introduced in 2019 and again in 2021 in both the Senate S4541 and Assembly A04446 <ref>Assemblyman DiPietro [https://nyassembly.gov/leg/?default_fld=&leg_video=&bn=A04446&term=2021&Summary=Y&Text=Y] A04446</ref><ref>JULIE SHERWOOD (September 11, 2020).
