In October 2023, Phillips announced a surprise candidacy against [[Biden]] for the [[Democrat]] nomination for president for 2024.  Biden had chosen not to list his name on the primary ballot in [[New Hampshire]] -- where he might be embarrassed by a challenger -- and Phillips filed within hours of the deadline such that he will be the only elected [[Dem]] on that ballot.  He may defeat a write-in campaign for Biden in this first-in-the-nation primary.
