Does the system need reform? Yes, most definitely, as many Russians openly admitted recently when [[corrupt]] prison guards who sold knives to [[Islamic]] [[terrorist]]s in prison had their own throats slit. Do they want to follow the "Western model"? Even the ''[[New York Times]]'' claims much can be learned from the [[Chinese]] [[gulag]] with its low recidivism rate. Those who have been to Chinese or Russian prisons have no desire to return.

Minority immigrants who come to Russia for jobs and [[economic]] opportunity, know exactly what they are getting into to - as well minorities born there and the mainstream majority natives.
