This treaty signed by [[Ronald Reagan]], one of the greatest Presidents that America has ever known, is seen as a landmark Cold War agreement that helped to both bring Congress and the Presidency into a unification that had nearly been torn apart during the previous Democrat administration of [[Jimmy Carter]]. This treaty also helped to restore faith in the Oval Office that would continue until the highly damaging Democratic scandal of Monica Lewinsky during the Clinton administration.
