I don't think Theistic Evolution is the position of the Catholic Church.  Rather, Theistic Evolution *is compatible* with the Catholic Faith.  Other theories may also be compatible with the Catholic Faith.  The Catholic Church has no position on evolution, per se.  The article quoted even says that this is "a theological non-issue."  God has an ultimate role in man's creation, but whether that is by theistic evolution or by direct creation, or through some other method, is irrelevant. ~~
