Hendiadys

Rhetoric figure in which the meaning of something is pronounced by using two expressions in series describing it. Literally "one trough two".

Examples: "..make compulsory insurance mandatory.." Although "make insurance mandatory" or "create a compulsory insurance" would mean formally the same, the original formulation is more expressive.
