Progressive taxation is the mainstream tax policy whereby the rich are taxed more heavily than the poor. They are placed into progressively higher tax brackets. This is done to provide the poor with support, and if you're really poor, you might actually be paid taxes.
The name is a technical economic term and has nothing to do with causing progress.
