Emanuel Cleaver II (born October 26, 1944 in Waxahachie, Texas) currently serves as the Democratic U.S. Representative from Missouri's 5th congressional district, representing the Kansas City–Jackson County metropolitan area.

Previously, he served as Mayor of Kansas City for two terms, and was elected to the U.S. House of Representatives in 2004 and reelected in 2006 and 2008. Cleaver currently serves on the Financial Services Committee and Homeland Security Committee.
