I am unclear as to why this page has the Liberalism footer template and Category:Liberalism on it. I thought that Title IX represented the Conservative ideals of fairness and "getting the value that you paid for". Later on, some people may have misapplied Title IX or used it for a liberal agenda, but the article does not articulate the body of literature on Title IX or how conservatives and liberals differ on its application.
