It is one of the oldest ordination mills, and increased in notoriety with the development of the Internet. While the ULC aspires to ordain as many people as possible, without regard to their theological beliefs or ability to function as a pastor, there appear to be a few actual congregations that have been founded by ULC ministers who could not qualify for ordination through other churches.
