When you do a block, it blocks both the username & the IP address. For example, in the early days of CP, we had many trolls editing from schools and universities with the intention to get us to block the whole school infinitely so no students could ever edit CP. So we try to limit blocks, 6 mo, 1 yr, 5 yrs usually maximum. As for that troll, "reject all" or "mark as spam" should take of the problem. Yes, he may try to come back (from whatever IP address), but as a general rule infinite blocks don't work and typically backfire on us.
