The Catholic Church believes that it's bishops have the roles as apostles, descended from the orginal twelve apostles. They have power to speak infallibly on issues of doctrine; which is believed to be apostolic power. They use this extremely sparingly. Their leader is The Pope in Rome; who takes the role of St. Peter who was the leader of the original apostles.
