Finally it goes to the [[President]] to be signed (hopefully). He can veto the bill and then it goes back to [[Congress]] with the reasons why he vetoed it. They can change it to the way he wants or they can try to overturn the veto. This requires two-thirds of both houses to pass it and it doesn't happen very often. If the president doesn't sign it in 10 days it becomes a law anyway. Unless Congress is adjourned for the 10 days: then all he has to do is not sign it and the bill is pocket vetoed.
