As I understand it, membership of either the Republican or Democrat Party in the States requires no specific ideology and often is simply a matter of publically stating your preference. As Stephen Colbert demonstrated recently, it's even possible to be a member of both! It's a bit of a stretch then to say that Democrats en masse (or liberals, for that matter) consider him 'one of their own'. It might be more accurate to say that Phelps "self-identifies as a Democrat", and elsewhere in the article that "Phelps has been criticized by conservatives and liberals alike".
