The Rules Committee was used in the era of Democratic Dominance prior to the Reagab Revolution to protect numerous liberals from prosecution for heinous crimes such as Gerry Studds's pedophilia and abuse of Congressional Pages. The HRC has also been used to limit the ability of the Republicans to fillibuster Republican Federal appointees.
