:Basically, Mnuchin heads up the NSC. On paper, Tillerson is in charge; but he was ranked #1 primarily for two reasons: (1) he was hired as a "yes man" in Trump& Flynn's scheme to seek ''rapprochament'' with [[Putin]]; and (2) a statutory member of the NSC was needed to be placed #1. Note this is civilian control over the Pentagon & Joint Chiefs, and priority over the intelligence community, counterterrorism, the Justice Dept. counter-intelligence and immigration issues.
