As of May 2018, the ongoing Mueller investigation was a transfer of authority and continuation of the illegal counterintelligence investigation begun against Trump in 2016, although the names of investigators have changed ([[Lisa Page]] [[Strzok]], Ohr, etc.) to Robert Mueller (Aaron Zelby, [[Andrew Weissman]], etc.). Although the illegal surveillance never found evidence of Russian collusion, it did stumble upon embarrassing nuggets like [[Stormy Daniels]] which the investigators will continue to leak out, drip by drip, to influence the Midterm elections and beyond. This is the "insurance policy".
