Two thoughts: Isn't this template quite similar to Template:BlockNotice? And wouldn't it make applying this template easier if the {{{page}}} bit became [[{{{1}}}]] so that you could just call it as {{Block|PageName}} instead of {{Block|page=[[PageName]]}}?
