SALT II was another treaty between the [[United States]] and the [[Soviet Union]] following [[SALT I]].  It was signed by [[Jimmy Carter]] in 1979.  In a victory for conservatives, on December 20, 1979 the Democratic-controlled [[Senate Armed Services Committee]] voted 10-0 against ratifying the treaty.  This lopsided vote (with seven abstentions) declared that SALT II was "not in the national security interests of the United States."  The U.S. Senate thereby failed to ratify the treaty, and it never went into effect.
