I've changed the article so that it no longer reads as a question. This should take the "Are questions appropriate in an encyclopedia?" off the table, as I think it was a red herring. The real issue, I think, is whether the description of his gaffe is appropriate. Or whether, if appropriate, the gaffe deserves to be mentioned in the article. I think the answer to both is 'yes'.
