The falg waved because it was being screwed into the ground by the astronauts and it continued to move longer with no atmosphere to slow it down. No stars appear in the sky both because, it was to bright (the landing being during the lunar day) and because the camera's shutter speed was to fast to allow the light from the starts to show up on the film.
