Bosnia is the northern part of Bosnia-Herzegovina. It is a mountainous republic of south-central Europe; formerly part of the Ottoman Empire and then a part of Yugoslavia. The capital of Bosnia is Sarajevo. Bosnia voted for independence in 1990 but the mostly Serbian army of Yugoslavia refused to accept the vote and began ethnic cleansing in order to rid Bosnia of its Croats and Muslims (see Bosnian War)

During the American involvement in Bosnia in 1999, Tom Delay was intent on establishing public timelines for withdrawing troops. "I cannot support a failed foreign policy. History teaches us that it is often easier to make war than peace. This administration is just learning that lesson right now."

Furthermore, DeLay challenged American efforts to invade another sovereign nation, ""Bombing a sovereign nation for ill-defined reasons with vague objectives undermines the American stature in the world. The international respect and trust for America has diminished every time we casually let the bombs fly. We must stop giving the appearance that our foreign policy is formulated by the Unabomber."
