David Briones is a liberal, pro-illegal immigration judge on the U.S. District Court for the Western District of Texas. He is notable for ruling on October 11, 2019, that President Donald Trump's national emergency declaration to build a border wall was unlawful, and he granted a preliminary injunction to the plaintiffs. The lawsuit was filed by El Paso County, Texas and the Border Network for Human Rights, a pro-illegal immigration group. Briones alleged that President Trump had violated the Consolidated Appropriations Act (CAA). Briones was appointed by Bill Clinton. Federal judges, like any other federal elected or appointed officials, can be impeached.[1][2]
