HR 5874 (The Restoring America's Leadership in Innovation Act) is legislation to strengthen the patent rights of small inventors.
As observed by a former Judge Kathleen OâMalley of the U.S. Court of Appeals for the Federal Circuit, which oversees patents, in an interview with Intellectual Asset Management:
