In the aftermath of several incidents involving the Avengers which resulted in collateral damage, a law known as the Zakovia Accords is passed by the United Nations, requiring the regulation of superhuman activity, which fractures the Avengers into two groups lead by [[Captain America]] (Chris Evans) who opposes the legislation, and [[Iron Man]] (Robert Downey Jr.), who supports the legislation. When Captain America's old friend Winter Soldier/Bucky Barnes (Sebastian Stan) is framed for a terrorist bombing at the signing of the accords, tensions between Rogers and Stark escalate into an all-out battle between the two factions. Meanwhile, a new threat lurks in the shadows in the form of vengeful villain Baron Zemo (Daniel Bruhl).
