Jackson was born in Marshall, [[Texas]] and grew up in South Dallas. He earned a B.A. from Truman State University in 1968 and a Master's Degree from there in 1969. He then earned a law degree from Washington University School of Law in 1973. In 1977 he became Director of Public Safety for the City of St. Louis. He served as Director of the Department of Public and Assisted Housing in Washington, D.C. From 1989 to 1996, Jackson served as head of the Housing Authority of the City of Dallas, Texas. Jackson served as President of American Electric Power-TEXAS before joining the Bush Administration in June 2001 as HUD's Deputy Secretary and Chief Operating Officer.
