:I also am confused as to whether this is good or not.  It sounds nice, I'm having a hard time understanding what this council actually does.  One thing worth noting though is that it terminates after three years. It seems to sound like this is promoting in-home family provided care for individuals, presumably for the elderly in particular.  If I am reading this correctly, then it is a good thing, since the government currently favors nursing homes over in-home care. I might be confused, though. ::It sets up a committee that is supposed to do two things.  First, provide resources/information for families and caregivers of elderly people who want to remain in their homes, and, second, prepare a report with policy suggestions that the federal, state, and local governments could do to make it easier to provide homecare and for the caretakers of elderly people.
