A native of Longview, [[Texas]], he was a son of Larry Thaddeus Bailes and the former Ethel Ballard. He graduated from Natchitoches High School (later with [[desegregation]] Natchitoches Central High School) and [[Northwestern State University|Louisiana Normal College]] (now Northwestern State University), also in Natchitoches. While obtaining his legal credentials from the [[Louisiana State University]] Law Center in [[Baton Rouge]], he worked as an elevator operator in the Louisiana State Capital. Bailes and was an eyewitness and the last surviving witness of the assassination in 1935 of [[U.S. Senator]] [[Huey Long|Huey Pierce Long, Jr.]]
