I believe that aspect is addressed in points 2 and 3. The first point considers Confession in general. The Second Point shows it must be made before Priests, since the Presbyters of the Church are to be called in, as St. James the Apostle writes. This is the priesthood of all believers, not an exclusive clique. And by telling the laity they have to wait till death to join the priesthood, you are holding back people from salvation, i.e. you are doing the devil's work.
