Laws are generally defined through examination of the social mores of a society in an attempt to optimize the happiness of the people served by the society. It can be shown that evolution shaped humans' definitions of law, for example regarding [[murder]]. Humans disallow murder because it is overall negative for the society as a whole through their reproductive [[fitness]]. Similarly, most regulations improve quality of life for humans in the long run.
