While in college and law school, Downer held a number of odd jobs: oilfield roustabout from 1970 to 71, legislative assistant from 1970 to 1972, and school bus driver from 1965 to 1970.

Downer is a member of the [[Chamber of Commerce]], the Louisiana Trial Lawyers Association, the Association of Trial Lawyers of America, and the United States Court of Military Appeals. He is married to the former Linda Faye Lee.<ref name=pvs/> The couple has two children,  Mary Lee Downer of Houma and Blair Downer, a project manager of [[Donald G. Bolliner|Bollinger]] Shipyards in Raceland.

In 2007, Downer was inducted into the [[Louisiana Political Museum and Hall of Fame]] in Winnfield.
