In July 2021 de Blasio proclaimed that the “voluntary phase is over” in the effort to administer COVID-19 vaccinations to the city's civil service workers. De Blasio announced that the entire city civil service system will need to submit to weekly testing if they are not inoculated against the coronavirus. De Blasio decreed, “We’ve got to shake people at this point and say, ‘Come on now.’ We tried voluntary. We could not have been more kind and compassionate. Free testing, everywhere you turn, incentives, friendly, warm embrace. The voluntary phase is over,” de Blasio told propagandist Joe Scarborough on MSNBC's fake news show, Morning Joe.
