In his bid for a full term on November 3, 2020, Flores was unseated by Democrat Roland Gutierrez, who had been one of the losing candidates in the special election in 2018. In the Republican primary held on March 1, 2022, Flores sought to return to the state Senate after being out of office for two years. He polled 38,024 votes (46 percent) to former congressional candidate Raul Reyes, who received 27,069 (32.9 percent). The two met in the May 24 runoff election in which Flores polled 28,028 votes (59.2 percent) to Reyes's 19,343 (40.8 percent).
