Maybe use tariffs as a prod for fairer trade and to put pressure on these entities: NATO members not paying their fair share of defense; buyers of Iranian oil; countries supporting Russia such as China. Trump has said publicly that he will de-unite Russia-China. Maybe he will push to remove some sanctions on Russia as a bargaining chip in negotiations, but that might be a hard sell to European allies who might not want to cooperate given Europe's slow-moving, bureaucratic government.
