3. Expand oil production which will be good for India/China and bad for Russia/Iran/Venezuela.

Maybe he will push to remove some sanctions on Russia as a bargaining chip in negotiations, but that might be a hard sell to European allies who might not want to cooperate given Europe's slow-moving, bureaucratic government.
