|Produced by liberal Lloyd Kaufman and his independent company Troma Entertainment, this film contains graphic violence, sex, nudity, and profanity. It also promotes environmentalism, with the fictional town of "Tromaville" called "the toxic waste dumping capital of the world" by the narrator.

However, it also has messages of anti-bullying, anti-crime, and anti-corruption. The protagonist is Melvin Ferd, a scrawny guy who works as a janitor and the local gym and gets pushed around by a bully named Bozo. Bozo and his friends conspire to humiliate Melvin, which ends up with Melvin in a pink tutu and falling head first into a barrel of toxic waste. The chemicals mutate him into a large, deformed mutant with superhuman strength. Melvin, adopting the superhero name "Toxie" then goes around Tromaville fighting crime including: attacking a gang of thugs beating up a police officer who refuses to take a bribe, protecting a Mexican restaurant from an armed robbery and saving a young blind woman named Sara (who becomes Toxie's love interest) from being raped, and rescuing a 12-year-old prostitute from her evil pimp. Tromaville's leadership is shown to be extremely corrupt, with mayor Peter Belgoody who collaborates with the criminals, and the Chief of Police who is a literal Nazi, hinting at an anti-government corruption message.
