There are a couple of caveats that need to be made when identifying the Fancy Bear hackers. This group was on the run trying to stay a step ahead of Russian law enforcement until October 2016. So we have part of the Fancy bear hacking group identified as Ruskie traitors and possibly former Russian state security. The majority of the group are Ukrainians making up Ukraine’s Cyber Warfare groups.
