I think Conservapedia wants to maintain control so that it can grant ''or deny'' permission for re-use, and, yeah, I think ultimately that's going to mean "copyrighted." Aschlafly has said they don't mind and won't go after good-faith copying that doesn't harm Conservapedia, but I doubt that will be articulated formally or explicitly.
