There is still controversy over what he meant by saying that he "took the initiative in creating the Internet".
*He may have been making a typical politician's exaggeration, or simply have made a minor verbal slip.
*He may have been taking too much credit for something that already been conceived and begun.
It depends on whether he's saying he thought of it first, and then told scientists to create it. Or whether he just means that he sponsored a bill to give it additional funding after it had been created.
