Who says the rebates would be monthly? And, if a sales tax is legal, why do you believe a FairTax, which really is a sales tax, would not be? I have also heard the idea of not taxing necessities such as groceries, much as is currently done with the sales tax. Don't you think this would occur during the negotiation aspect as the bill would pick up support and become close to being a reality?
