Generally speaking, yes. Being bilingual never hurts. People whose native language is English/American have a sort of choice since it's a very widely-used language. Everybody else should at least learn English as a second language. For the English-speaking people, I'd suggest French, German, or something like that, if just to appreciate how easy English is. ;) Overall, it depends on what you want to do, like Elamdri pointed out.
