Herbert is Peter's neighbor, and is known for being a pedophile. For some reason, he has not yet been taken to jail.

Mr. Herbert is Peter's neighbor, and is known for being a pedophile. He is often seen making passed at Chris Griffin, as well as other young boys.  One episode featured a lengthy fantasy scene which illustrated a 1950's style household where Mr. Herbert was a female, and married to Chris Griffin.  For some reason, he has not yet been taken to jail.
