Perhaps the section could be cleaned up a bit, and a short description included. I know many people can derive a general sense of the bill's content through context, but younger readers might find this a bit confusing, and I didn't want to perform major "article surgery" without an idea of what the "operation" should be! It's fine to keep War capitalized in the title, but it's written as "prisoner of war" in the article too, and it seems to me that it's not a proper noun.
