Interesting about the Founding Fathers: they tried to ensure the Best of the Public in government. They restricted the franchise to only property owners. This was intended so that only those with intelligence and a work ethic could vote. The point was to ensure that only the best of the public could control government. This was the real check against mobocracy. A mobocracy occurs in anytime time and place where there's universal franchise.
