:::::Samrin Regime:  At least 500,000 (lowest estimate) to 1,500,000 (highest estimate) directly killed by the state in democide. See Rummel: http://www.hawaii.edu/powerkills/SOD.CHAP4.HTM  Most likely:  800,000 killed.

:::::The problem with Rummel's claim here is simply that the estimates he averages are far too high. On the high end, he cites Del Vecchio's assertion that 600-700,000 Cambodians were starved to death by the Vietnamese and Samrin in their first year of power. Beyond the fact that this is not demographically possible, Del Vecchio's data is at odds with itself. Del Vecchio accepts that just over two million were killed by the Khmer Rouge, which averages to 733,000 per year. The notion that the Vietnamese killed an equal number as Pol Pot would have over the period 78-79 ignores the following: Even if the Vietnamese prolonged the famine conditions of the Khmer Rouge era, less than 300,000 ''could have been'' starved to death over this period, because starvation by the state accounted for less than half of Pol Pot's annual (or total) death toll; the Vietnamese almost certainly did not starve anywhere near as many people as Pol Pot did, thus I doubt more than 200,000 died from these factors from 78-79; and all of these 200,000 deaths are actually already counted in virtually every estimate there is of deaths under the Pol Pot regime, because the Khmer Rouge was not formally deposed until 1979 and these deaths from starvation are counted as "excess deaths" caused by the Khmer Rouge. After this period, then; it is doubtful that Samrin killed more than 100-200,000 people over a decade.

Del Vecchio accepts that just over two million were killed by the Khmer Rouge, which averages to 733,000 per year. The notion that the Vietnamese killed a  number equal to that which Pol Pot would have killed over the period 78-79 ignores the following: Even if the Vietnamese prolonged the famine conditions of the Khmer Rouge era, less than 300,000 ''could have been'' starved to death over this period, because starvation by the state accounted for less than half of Pol Pot's annual (or total) death toll; the Vietnamese almost certainly did not starve anywhere near as many people as Pol Pot did, thus I doubt more than 200,000 died from these factors from 78-79; and all of these 200,000 deaths are actually already counted in virtually every estimate there is of deaths under the Pol Pot regime, because the Khmer Rouge was not formally deposed until 1979 and these deaths from starvation are counted as "excess deaths" caused by their misrule. After this period, then; it is doubtful that Samrin killed more than 100-200,000 people over a decade.
