I'm not really wanting to contribute to these proceedings, but there is one relevant issue which I've just mentioned to Aschlafly. When users are blocked, they see a screen suggesting they email the user that blocked them. Currently, blocked users can't use their talk page here, unlike Wikipedia. If this setting is set to true, a sysop may still deny a blocked user access to his or her talk page by unchecking the "Allow this user to edit own talk page while blocked" box.
