The only major organization in the [[world]] to operated on consensus is the [[North Atlantic Treaty Organization]] (NATO). Every decision that NATO makes must be either agreed on by all of its members or at least not opposed by any of its members in order for the prepositional to be passed. Most other organizations or decision making bodies such as the [[United Nations]] or Congress are based on an agreed to percentage number to pass legislation.
