Soft law

What is "Soft Law" Mainly used by The United Nations as a quasi-legal instrument to by-pass individual state's (countries)sovereignty to fit within a context of globalization, but does not have any legally binding force. It is now being used in the United States to by-pass Congress and any input from American Citizens. All treaties must be submitted by the president to Congress to be ratified with input from the citizentry.
