David Ray Seim (October 22, 1945 – November 25, 2018), was a banker and businessman from Lubbock, Texas. His last position was the chairmanship of Happy State Bank, which he assumed in 2012.

A former shoe salesman and employee of CIT Loans, Seim subsequently devoted more than forty years to the banking industry. He retired in 2010 as vice chairman of the West Texas Division of Plains Capital Bank, but he soon re-entered the banking world at Happy State Bank. He was born in Corpus Christ, Texas, to Grace Estelle and Walter Max Seim. The family relocated to Lubbock in 1957 when David was twelve years of age. He attended Smylie Wilson Junior High School and graduated from Monterey High School in Lubbock in 1963, at which he played on the football teamand was senior class president. Thereafter, he graduated from Texas Tech University, also in Lubbock. He was a past chairman of the advisory board of the Texas Tech School of Banking and the Southwestern Graduate School of Banking at Southern MethodistUniversity in University Park, near Dallas, Texas. He held the Chairman’s Award from the Independent Bankers’ Association of Texas, and the William Tinney Award for Ethics in Business from the Rotary International Club of Metropolitan Lubbock.

At Texas Tech, he met his wife, the former Paula Jane Cloud (born November 17, 1945). The couple wed in 1966 and had three children, Hunter (born 1968), now of Craig, Colorado; Spencer David (born 1974) of Taos, New Mexico, and Evan Elizabeth Sanford (born 1977) of Lubbock. Seim joined the staff of Plains National Bank in Plains in Yoakum County, Texas. In that capacity he coordinated the construction of the bank buildingat 50th and University in Lubbock. He then worked for American National Bank in Amarillo but returned to Lubbock for a position at Lubbock National Bank. He eventually returned to Plains, which had become Plains Capital. Throughout his life, he was devoted to the economic expansion of the Lubbock communityand the growth of Texas Tech. His life philosophy was "Service above self", which he followed with memberships on the boards of Covenant Hospital, the Rawls College of Business at Texas Tech, the South Plains Council of the Boy Scouts of America, Lubbock Country Club, the United Way, and the March of Dimes. A past chairman of the Lubbock Chamber of Commerce and the chamber political action committee, he chaired the Progress Lubbock ballot measure in 2003, which made possible the Lubbock Economic Development Alliance.

Services were held on November 29, 2018, at Trinity Church, a non-denominational congregation in Lubbock. Lubbock Mayor Daniel Manning "Dan" Pope described Seim as "a dear friend and mentor to me for the past twenty-five years. A faithful husband, a great dad, a superb businessman, and a strong community partner, David will be greatly missed. Paula and his family are in our prayers."
