A civil union is a government-recognized relationship between two same-sex people who "live together". It is a form of same sex marriage.
The intent of civil unions is to give same-sex couples the same legal privileges and social standing as married couples. Indeed, in states or municipalities where this takes place, it effectively elevates the legal standing of unmarried homosexuals above those of unmarried heterosexual couples.
